PRI Out of Service in Survivable mode

I have a remote GW and recently have had a few WAN outages, which forced the system into survivable mode. The phones registered fine; However, in both instances the PRI went out of service. Once the WAN was recovered, the GW recovers and the PRI needs to be busied/released to get it back in service. What would cause that?
 
CM software version? CM current SP? What type GW and current FW?
type ds1 interface and current FW on ds1 board?

Avaya. Too little or no help? Expensive?

It is always advisable to use latest FW on mm hardware and latest SP for CM software.
MG FW should be the latest for the CM version controlling it.

In earlier loads, these issues were fixed by both software / patches (SP) / MM Firmware.
