PRI, one last try

Hello,

So I'm about ready to give up on this PRI thing, but I'll run it by the the ones who know more than I about PRI.

I have 2 PRI's both with their own primary D, Telco says they are set the same. NI2 and they have a 5ESS switch, I'm set as NI2 and ATT to match them.

Here's the problems I'm having.

1) I can FDL to one DCH but not the 2nd DCH (FDL not Allowed) Is that normal?
2) I'll unplug from the Smart jack to test recovery of the PRI's. Takes about 5 minutes and they come up. As soon as I call out (working bottom to top calling out) all my channels on Loop 25 lockout and the call goes out Loop 24, channel 23. Telco or PBX issue?
3) wait another 5 minutes, locked channels on Loop 25 become Idle and now calls go out starting at the bottom of Loop 25.

I'm using a MSDL Daugherboard (this is a Option 61c, 25.3) ADAN DCH 24 is port 0 and ADAN 25 is port 1.

The PRI's on the Telco side are set to Asending on both PRI's, could that be a issue?

Ok if Loop 24 is working and 25 is not and both are programmed identical. Can you, during off hours or something just take the cables from the smart jacks and cross them over (put 24 to 25). If now 25 works and 24 does not then you can go back to AT&T and let them know that something is wrong on their side. You may have to change the rout to use in the RLI to test.
 
I'm sorry, I wasn't very clear. I rebuilt Loop 25 and DCH 25 as a backup D.... that didn't work at all so I put it back the way it was. Both PRI's work after about 5 minutes where the channels go from MBSY to Idle, then a outbound call hits it and my channels lockout. After 6 minutes they go Idle and all is good.

I'm trying something new now. I disabled DCH 25 and Loop 25. Made calls in and out on Loop 24... works. I enabled 25, channels were MBSY, then went Idle, I made a test call out and they all locked out and the call went out on Loop 24 channles 23.

Now that 25 is back up and working I disabled 24, made test calls in and out and they worked on 25. I enabled 24 but it's taking a while to get past MBSY, it then went to Idle but calls still came in on 25. Waited about 5 minutes and calls came in on 24... the way it should work.

It's all working, I'm just confused as to why it takes 5 to 10 minutes after they go down and I bring they back to start working correctly.
 
Maybe the carrier sees you go down and they turn the circuit down? I guess you won't be able to find out since they won't work with you.
