PRI Lines Not Dialing Out

We have a PRI Facility with 23 lines. 20 of the lines in pool 70 and 3 of the lines in pool 890. The 20 lines are voice and the 3 lines are incomming fax. calling group 771 has pool 890 assigned to it with my 3 fax extensions as members in a linear hunt. Fax machines are hooked to my analog card. They are able to receive faxes but when I try to send a fax I get a fast busy signal. For instance I dial 9,15551212. As soon as I hit the first 1 in the phone number, I get a fast busy. If I remove the 9 it tries to dial an extension in the system. The extensions are 40 through 51 from bottom to top. I removed the third extension (42) from being member of calling group 771 but that didn't change anything. This is happening on extensions 40 through 43 but the rest are fine. Anybody have any ideas?
 
Restrictions, ARS Restrictions?

Perhaps this is the issue.

You didn't by chance set them up in any kind of VM group did you?

That automatically restricts the heck out of them.

 
Well... one of the things I tried to do is this:

My group calling senders group is 30 for my voice extensions which is covered by my voicemail group 770. I added extensions 40 to 42 to see if they would dial out and it didn't work so I deleted the from my senders group. Although I don't think I added extension 43 but I might have.
 
I checked a couple of things and it worked.

The ARS restrict was set to 0 on those 4 extensions and set to 3 on the rest. So I set them all to 3.

Calling group 771 was set to Integrated VMI. I changed it to AutoLogin.
