PRI Failover to Analog backup line

I am have a problem with a configuration to support failover between a PRI and analog backups. In a failed scenario inbound calls come in and hit the auto-attendant just fine. The problem is when a IP Office user attempts call our the call drops after about 5 seconds. I have configured least coast routing with the main being the PRI and secondary pointing at the analog outbound lineID. Any help with this matter would be greatly appreciated.

Check the alog lines for the option to divert calls from other alog lines over this line.
It is called "Allow Forwarding
 
Intrigrant, Thanks I will give this a try, it definitely a step in the right direction.
 
I've not had any luck with LCR.
Very easy to set up an alternate dial out code(8 maybe?)
and divert those calls to the analog line group.
Not seemless but effective.
