PRI Error code interpretation

We have a succession 1000 with two PRI T-1's and one gets this message through out the day. Our carrier is Telepacific and they created a dialing plan that allows calls to terminate on 5 digits to other offices as well as all local and long distance calls. I am not sure what this code means. Any help will be appreciated.

I saw that in the NTP's but was not sure how to interpret the error code. What does this mean in english?
