PRI enabled but not D-packet

i have a norstar 4.0 system and i recently enabled PRI to work with my new carrier. the enable worked fine but i was able to configure everthing except the D-packet. i know that there should be in the hardware section a D-packet heading with a Y or N but it does not show up anywhere inf the system. i can not get my pri singnal untill i enable the D-chanel on 24. does any one know why i can not.
 
When you go into hardware and assign the card as type PRI it automatically assigns channel 24 as the D-channel.
 
that what i asuumed but my rovider is nat able to comunicate with the PBX he gets stoped at layer 2. i do not know what else it could be. below are the test results from the carrier

We never see a message called UA which is the ack for the SABME message.This is an internal message of the SCS switch trapped at Layer 2 of ISDN.So I am breaking it down here as some info is only for the SCS switch.

Breakdown of the SABME...
0C - LENGTH
08 - DSL - SPAN = 8 (span 8 of the 16 SCS spans)
05 - SPAN STATE = Awaiting Establishment
01 - NETWORK
01 - EVENT (INTERNAL TO THIS SCS switch) 40 - EVENT (INTERNAL TO THIS SCS switch)
01 - DESTINATION is LAYER ONE (SCS is transmitting) 00 - DESTINATION is LAYER ONE (SCS is transmitting)
01 - Address
02 -
01 -
7F -MSG TYPE SABME

If you have 4.0 or 4.1 I would upgrade to 6.1, there were many problems with both releases

ok all the D-cahel info has been sorted out but now all my phones show "no free lines" when i hit 9 to get an outside line. i have checked with the telco and all lines are up and free but my PBX wont give me one of them

WIth a PRI you need to use destination codes and routes, NOT access codes.

You need to create a pool called PRI-A and create a destination code ala 9... and point the destination code 9... to pool PRI-A, then you need to give access to PRI-A to all of the stations that wish to make a call from this pool.

First you need to remove 9 from the "access codes" list in the switch so you can use it for a destination code.

THats you problem and this will fix it.

 
there is always one missing step. i created a PRI-A group but was not able to assing 9 to it because i was not aware that i needed to disable 9 "access code". it was fustrating me why it would not let me use 9 as a destination code. thanks for your help salo0920
 
You cannot have any conflicts with digits i.e no extensions starting with 1xxx if the park code is 1xx.

That was why you had to remove 9 from the pool A
