Have you looked at the RDB to see what values have been set for CLID, looking at the NTP's may help but if l remeber correctly OPT5 allows 10 digits also check your CLID entry tables in ld 22 to make sure HLCL and DIDN are correctly setup
With pri ld trunks, the long distance carrier is looking for a 10 digit caller id coming from you on your outbound ld calls. They use screening tables to match one of these with their clid database( your did range) before completing ld call.
U need to check with UR Local Exchange technician to enable the CLID facility as he has to program in his STM exchanges to get all 10 digits to 11c switch.
If u have done all that in above and still facing problem will solve this..
