Preventing Duplicates

I created a Customer ID field. Every customer should have a unique customer ID, and only one record per customer. But now and again, some of my employees makes a duplicate record.

I've been reading, and I see ACT has some handy ways to filter out duplicates.

Is there any way to PREVENT duplicates from ever being typed in?

IE- they try to make a new a new contact. The CUSTOMER ID is 1234. There is already an ACT contact with CUSTOMER ID 1234. Is there a mechanism that prevents our employees from going any further?
 
You can set that field in the duplicate checking area... but it's only checked when the user tries to save it

Thank you! Yes, I actually found that area early this morning, for anyone else miffed by this.
Tools>Preferences>General Tab>Duplicate Checking

and the rest is pretty self explanatory.

On to the next problem!
