Prevent System Admin

Is there a way to prevent users with the appropriate sets from accessing any level of system admin...without changing passwords? Is Set Lock the way?

passwords are to restrict access, why not change them?

senk1s is right on the money. change them and give the access passwords to thoughs that need them. all the others get basic / leave that password alone so these users feel like a phone guys too and make minor set changes (HaHa). Just don't forget the passwords, debugging can be a pain at times.
