Prevent PC from accessing Internet

Hello,

Is there a secure way to prevent a Windows 2000 and/or Windows XP computer from accessing the Internet?
How can I achieve this?

You can use a firewall and "lock" the PC not to use Internet. But in this case you will cut of the local network too.

if you're on a LAN, you can block the connection to the proxyserver with a firewall, thereby you won't block your pc from the rest of the LAN
You can also restrict access on your proxyserver for specific mac adresses.
