prevent adding a printer

Is there a way to prevent a user from manually adding a printer in xp pro?
 
You can use GPO to prvent users from adding printers. If you are using AD, or if it's only one or two systems, the specific policy is under

User Configuration\Administrative Templates\Control Panel\Printers.
 
I have NT 4 which does not have AD.
Is there a way locally or through a script?
 
You can, locally on XP, run gpedit.msc and follow the above directions to block out adding printers.
