Right now we have 0 setup as a speed dial in our 3300, but we wanted one departments pressing of 0 to head to a different dn then another, and wondering how i could acomplish this?
Only way I can think you may be able to achieve this is use the operator extn within the mailbox.
From mitel help:-
Enter a location to which calls are to be directed when a caller presses"0" while listening to a greeting and recording prompt for this mailbox. A location can be any valid destination from 1 to 20 digits including extensions, external telephone numbers, hunt group access codes and system abbreviated speed dialing numbers. The default sends calls to Mailbox 0, the mailbox usually reserved for the company-wide operator. Specifying a destination other than the company-wide operator is useful in multi-tenant applications where one system services two or more businesses. With flexible Dial "0" destinations, each business can redirect calls to separate locations. This feature also accommodates users who want callers to transfer to a departmental secretary, rather than a company-wide operator
If you setup a loopback IP trunk you can send have zero be an ARS digit. Then you can use COR to to determine different routes with different modify digits.

One more question, is there a way to set caller id location for 911 purposes. i.e. a phone in one site has a wan connection to a mitel3300 at another physical site but i want 911 location to be known by where the physical phone is.
Cabarrus, Your 911 question has many answers depending on circumstances.
Certain conditions must apply for your task to be possible.
1- You need digital trunking (PRI)
2- The PRI must allow the PBX to assign Calling digits
3- The PRI must either:
- Allow a number to be sent that is not terminated to the PRI
- Allow a number terminated to the PRI to have a 911 sevice location differnent than the delivered address
- Have a number that when sent delivers the correct address
4- The sites MUST! be serviced by the same 911 control center. (different buildings within a city OK, Different city's NOT OK)
With all of the above in place, you can setup the Customer Emergency Services ID (CESID) form to deliver the phone number you want.

Im using the help for "Configuring a Virtual Loopback IP Trunk", and at the ARS Leading Digits Assignment form, and not sure what should be place in the Leading Digits field. I thought just 0 but i get an error with that.
You don't program values in the leading digits field. The leading digits are deduced by the system according to entries in the ARS Digit Assignment form. You should have a digit assignment of Zero with Zero digits to follow. Make sure you delete your speedcall Zero first.
