PPTP Server + RAS

Do I need to setup RAS in order to create a PPTP server?

I currently have been able to connect to Windows 2000 Pro machines through a VPN with directions from microsoft(using the built in VPN connection wizard); however, I want the local machine to be a PPTP server. I have found no documentation on how to do this in W2000 server without setting up RAS. Do I just setup an "Incoming Connection" as I did with W2k Pro?

Also,
If I have to set up RAS on my 2000 Server, how many people will be able to be connect to the server via the VPN at the same time?
 
You need RRAs set up and either set up DHCP or a set of Static IP, static suggested inside of RRAS
