Powershell to download in local folder and upload files to FTP if not already exists

Hi Experts !
IT has blocked the file share between servers and client machines by using FTP site, i want to download files from FTP to local folder and upload files to FTP site.
IF files are already available in the local drive folder so do not override get the new all files to local drive.
 
In short you seem to say you want to sync a local folder and an FTP folder. There are tools for such things, eg BeyondCompare, I'd use something like that.

The difficulty of "roll your own" in powershell is, there are a few steps to take, that are not that straight forward and error prone, about jugding which side has a newer version of a file, for example.

Besides, I don't see a chance to FTP upload when your IR has blocked FTP protocol. Either you talk to them to make an exception to some sepcific FTP server for your companies site, which would make sense, or you'd need to go other routes. If they only block FTP because of safety concerns and allow SSH that would call for another solution, it would perhaps be best to get them on board about your overall goals to support your concerns.

Actually recently the file sharing has been stopped, but FTP server sites have exception for the ports client machine can access the FTP server. The problem appears when IT stopped file share the database transnational replication also stopped. While think deep have an idea to transfer the files via FTP server to the destination server.
If last two days files can reach to the destination server will be quiet enough for me to do next database configuration.
