Power Unit 631DB1

Thanks in advance. I have an Avaya cabinet that the fan assembly has stopped working causing a minor cabinet alarm. The assembly appears to be powered by a 631DB1 Power Unit in the bottom of the cabinet. The LED on the front is currently red. I have removed power and tried to reset but red LED remains on. Is this an indication that the power supply is bad? I recieved a message that it is overheating so I put external fans on it. Should I replaced this power unit or is their a fuse that may have blown?
