Power switch 4-second delay

Within the past two weeks I have found two computers in my school district that turn on only when I hold the power button down 4 seconds, release it and press it normally. The 4-s delay works normally for shutdown. One machine has a PIII 900 while the other has an AthlonXP 1700+. Both machines run WindowsXP. Anyone know what's going on?
 
Sorry.. Both machines can only be powered up by depressing the power button for 4 seconds, releasing and then depressing the PB normally.
 
I think what joebloeonthego is saying is the machines are in hibernation/sleep mode (or something else) and when you hold the power button for 4 seconds you are turning them off and the normal press of the power button in fact turns them on again.
 
A hibernation stage/mode being engaged is the most logical deduction. I'm certain that we turn these machines off with the normal shutdown procedure. Perhaps they are shutting down to a suspend or sleep mode. Doesn't XP support a new suspend/hibernation mode?
 
Howdy:

Boot into BIOS and make sure APM is enabled.

Then, go into Control Panel>Power Management and enable Advanced Power Management in there. System will shutoff normally then.
