Power problem siwtching on / off

Looking at mu uncle's PC. Problem is that when the power is on, (at the mains socket at wall only) the pc turns on, even without pressing the power on button. Weird thing is that when the front panel power switch cable is disconnected from the motherboard, thepc still turns on. However the machine does not boot up, just powers up, no bios screen or video comes through to the monitor.......

Any ideas anyone ??
My initial guess is a duff mobo

You may have two different issues here...

Motherboard/PSU powering up when mains voltage is applied, i.e. switching on wall socket, could well be a setting in the BIOS. Many BIOS's have an option to power up immediately after a mains power failure - you are simulating this with your wall socket switch.

The fact that nothing shows on screen could be a number things, including dead video card, bad RAM, blown CPU, damaged motherboard or faulty PSU.

Probably need more info from you. Have you swapped out any parts? Any beeps from the system speaker?

well its a celeron board, everyhting is on board (sound video) .... tried using a diff power supply (initial one was faulty - which may have lead to power failure you mentioned). i can change the ram, video not cpu though, as I run athlons at home.
No beeps to report.
Will try and change out wha I can and get back to you
