When NAV2003 runs, computer detects a change to NAV and reboots the computer. We can't install NAV in safe mode. Computer owner thought she had "sobig virus" but we can't get anywhere on this one because it keeps rebooting.

If that machine can get on the internet, try a few of these faq760-3862

In safe mode look at the following registry path
HKLM\Software\Microsoft\CurrentVersion\Run

If a virus is causing the PC to reboot it would be under this location. As this is where the system looks to load apps on startup.

If the OS is Win XP it may be the blaster virus as part of how it works is it guesses the type of OS and if it guesses incorrectly and the PC is vulnerable [MS03-039] it causes svchost to crash and PC crashes. Also if it guesses correctly and the OS is XP it infects and moves on to reinfect. When it does this it closes svchost.exe and this again causes a crash on XP systems.
