Ports being bound by CommMgr.

Hi Guru's.
I am running SRT from Sentinel on a new SMB NIM 4.1 site. Everything I have sorted out except errors like this "Process CommMgr already binds this port". Expected value should be "Connection Established". TESTNAME= From: Applications Suite To: NICELog Voice Logger
[TCP:hostname:2001].

I have added the port into windows firewall "Inbound Rules" and have read the "design considerations" spreadsheet and I still canot resolve this.

Does anyone have some form of DOC or process to free / open a port so that I may resolve this issue.

This will be a voice logger. Stop the logger services and the port should become free.
