Porting to macintosh

I've heard rumours of an MFC library/development toolkit that facilitates porting win32 mfc -> macOS ports. I've also heard rumours that IE was ported using said toolkit. So far, I have yet to have met a developer who could point me towards possession of the toolkit. Any suggestions on mac development environments, etc.?

I cannot install Visual C++ 5.0 to iMac used MacOS 9.1. How do I install it?
