Port Forwarding with linksys router

I have a program that I am trying to access remotely from another computer. I have forwarded the ports needed and it works on another computer on the same network but I cannot access the program from outside the network. Which IP address should I be trying to connect with? The computer's IP that is hosting the application or the Linksys IP? Could there be a firewall issue that is blocking me from access?
 
You need to try to connect to the public IP address of the router. When the request arrives on that port, it will forward that connection to the IP in the port forwarding.

And yes, there could still be firewall rules blocking the connection, even with port forwarding set.

If you are connecting across the Internet, you can not connect directly with IP addresses like:

192.168.x.x
172.16-31.x.x
10.x.x.x

they are all private network addresses and not publicly routable.

You would want to connect to the computer through the port in this type of syntax:

255.255.255.255:80

Where 80 is the port you are accessing. Note: Use the public IP address in place of the 255.255.255.255
