port 110 problems

I have an Exchange 2000 server that is refusing the POP3 connection. I can't telnet into that port, even when I am on the same hub, so it doesn't look like a firewall issue. Telnet into 25 is ok, but 143 isn't working either. I checked the port settings and they are all open. The server starts and stops in Exchange manager. Connecting to the mailbox using the Outlook client works fine, just when using OE, it gives server error. Am I overlooking something?
