Popup form opened from full-screen form doesn't appear

Hi, i have a full-screen form with an image that opens a popup form. But sometimes the popup form doesn't appear, but in the task bar another instance of access appears for a while and dissapears. It seems something like it would appear in second plane.

Thanks for any help about fixing this behaviour.
