POP3 not responding

When opening Outlook Express in Windows 2000, this message appears "Your POP3 server has not responded in 60 seconds. Would you like to wait another 60 seconds for the server to respond?"
All of the settings for Outlook Express seem to be ok, any solutions would be great!
