Pop-up ads while the internet is down. Help

My staff computer is opening popup ads while I start the computer Even I did not open the Internet. Why is it happening? How do I stop the popups?

Is there anything I have to do in the security?

Please somebody help.

i have had the same problem and there is two ways to sorted out:

1. use shoot the messenger software to stop windows
messenger service (not related to chat messenger)
which can be downloaded from

but this doesn't solve my problem.

2. the one which solved my problem is Ad-aware6.0 program
