The maximum external participants you can have = the amount of PRI channels available.
Use the conference bridges, not the phone, to set up a conference.
Max participants for a single conference, including internal, 64/128/256 depending on your system.

A conference phone is a phone with special audio hardware enabling all users in the same room to speak and listen during the call, any full duplex hansfree extension can be used as a conference phone but most of them do not have the sophisicated electronics onboard as the special conference phones.
Usually we install a conference phone together with a digital phone were the digital phone hosts the conference.
With a digital phone you can mute participants, remove them, have private conversations, add additional participants etc.

In my experience, customer investing in expensive conference phones, also buys Preferred edition.
(saves them tech hours every time a new employee hosts a conference)
