PolicyAgent error

Any idea why I keep getting Policy Agent errors in the event logs on a Win2k Server? The event id is 319 and the description is IPSEC PolicyAgent Service couldn't be started: Oakley failed to start.

This is coming up on a fresh install of Win2k on a Win2k native mode domain without any IPSec group policies defined.

Make sure no one deleted your remote access policy.

No good. I've tried reinstalling Win server 2003 and Win Server 2k. Both are having problems.

You may have installed a service that depends on ipsec while setting up the server. Try installing ipsec and see what happens.....
