Someone stated they were having problems connecting the 4621's on 48 Port Cisco PoE blades. When they try to connect the 25th phone, it doesn't work they say the power supply on the Cisco switch is drawn on 24 phones.

Thoughts?

They are right, avaya phone,s use 15W.
Cisco phones between 6w and 15W so then you can connect 48 phones, but you must check the power they pull al together.
Else you get problems and phone,s will reset randomly and some other strange things.

You can do that with some commands like show inline power and some other commands.

I believe this is what the phones are rated at:

4610 6 watts
4620 9.9 watts
4621 12.9 watts
4625 12.9 watts

I'm not overly familiar with Cisco - so, what's a quick estimate to phones on a 6513?

The Cisco automatically assumed that the 4621 draws 20 watts. The command "max-reserved-power" or something along those lines can be used to tell the switch the phone actually draws 10 watts, or whatever the number is. This will let you power 48 phones from a 3560-48-PWR

You maid me looking again at the power the phones are rated and this is what the manual say,s

Each Avaya H.323 IP phone requires a power supply. They do not draw power from the IP Office telephone system. Listed below are the power supply options that can be used.

Note: For phones being used with an EU24 or EU24BL unit, an Avaya 1151B1 or 1151B2 must be used. Use with an EU24 or EU24BL adds less than 1W. This also applies for 4621SW being used with backlight.
