I'm pretty sure announcements for Partner Mail VS are not on Rel 3. I think they start on Partner Mail VS Rel. 4

Even the "announcements" available of R4 and 5 can only be reached from a selector code from the Auto Attendant. If you want to use a mailbox to only give out information, and not take messages, about the only solution is to fill up the mailbox's incoming messages with "junk" so that it is full.
