PMS Link UP and Down

The PMS link keeps UP and Down. In the log of MTA, below log is show. Any one has experience with this:

After a period of time, the PMS gets recover but then It down again.

I checked Avaya support. There is a similar problem.

Oracle Knowledge InfoCenter - CM is tearing down PMS link. Getting error "PBX_RESTRICT"

According to Avaya:
1. PMS sent some PMS data that is not recognized by Avaya causing Avaya CM to tear down the link
