plug and play and problems with windows2000

I load up my computer, after having removed all communication ports from my comp. Win2000 installs things right away, automatically. Then, I search for new devices, it suggests a communications port, which I install. Then, it recognizes and installs my modem, and everything works fine. IF, however, I restart my computer, Win2000 installs things "behind the scene" upon startup(meaning I can't see what), and the modem no londer works. I check the system, and two extra COM ports are installed with the yellow "!". I have to remove all the COM ports and restart the computer, and then the process starts over again. Anyone know a way to treat the symptoms?
 
Do you know that you can move the box round when you are install to see your hardware.
