Looks good. Only thing I noticed is the home link in upper left corner is a bad link.
 
Personally I dont like the use of the Jump menu's and think it would look better with a decent layered menu.

Also about your Jump menus, having a pull down menu that opens up and shows the exact same thing twice only one of the options doesnt work can get annoying and is very unprofessional. If there is only one option use a standard link. You can style it to look sunken if you want.

I agree with the above, layered menus, would look better.
For the ammount of suboptions you have in each menu even a styled unordered list would work.

Also using <table>s for anything other than tabular data, is a big no no these days. Divs and CSS are your friends and that particular layout you have going there is very easy to create.

No offense I hope, just poitning out things that could be imporved.

Unknown has caused an Unknown Error on Unknown and must be shutdown to prevent damage to Unknown.
 
Congrats on completing such a huge site. Quite an accomplishment in itself.

The top banner is so huge. The logo ... the two storks tapping the castle/flag and the words "Governance Division" should be the focus ... (whatever a Governance Division is) ... that should be the focus ... not the five clipart people on the top right.

I'd downplay the clipart people and colorize/3-d/dropshadow the logo/title on the top left.

You'll likely need a designer to merge the logo and the words "Governance Division" together into a logo.

You need a good logo.

Thanks everyone

There is still alot of work to do. I will discuss the menu bar to see if I can change it as I agree with all of your comments regarding it. The old site had never complied with standards and was a mess. I designed the new template up-loaded it and am now going through and fixing all previous problems.

There is no content management system and I have only had 3 days training in website design, etc. This is a learning experience to say the least!

I agree with most of the above comments. However, I think it's right to make the clip art people more important than the logo. (Speaking as a public servant myself.)

It took me a while to locate "contact us." As a user, I would like to find that link up by "search.
 
agreed on menues...way too many and way too dominante on the layout.I see there is a JSP in the back so I would suggest perhaps using some related/dynamic jump menues if they are absolute neccessity so at least fewer are exposed inistally...a bit more work than u might like to hear.
Locations & Contat info as harrymossman pointed out is a must...especially when dealing with this level of 'public service'.
