Please help solving various problems in Sharepoint

Hello. Dear guys. I'm having several problems regarding SHarepoint. Currently I have 4 matters need to be resolved. Here are the problems:

Using Microsoft Sharepoint v 3.0

1) The excel services is not running. I have follow the manual, read from Internet, etc, and have enable each setting that is required, but it just couldnt work. Can excel services generate each user's utilisation report? exmple are like user utilisation, user contribution, user downloads, and user views.

2) I have trouble setting up the scopes for people search. I can search words, images, term, but when i click the 'people' tab to search only people, there is none user is found, although i have several users inside my site

3) The alert services is not working.I can create an alert, but the email is not sent, the error is 'there is no email set for the user' when i clicked edit item to add the email, there is no option to add the email to the user.

4) Lastly, is there any archiving functionality where for example, when a user write a blog where he is offline, and then when he is online again, the blog will automatically published to the site?

Hi, I had this when we were first setting our server up. Have imported all the user profiles, etc.?

I have a problem on mine where I have duplicate security groups listed... it's like it has imported our security groups twice...!!?!?
