PLEASE HELP...REBOOT LOOP

Please I am in desperate need of help here. I tried upgrading a new system a 406 v2 with 2 expansion modules from a 2.1 to 3.2. I upgraded a similar system last night with the same exact versions and it worked fine. But after i upgraded this one it just went into a reboot loop and i cant get it to stop. Please any suggestions.

Go to:
1- Switch off power to the IP Office Control Unit.

2- Power on the Control Unit and press the escape key every second until you get a Loader message.

3- Enter AT (note upper case). The Control Unit should respond OK.

4- Enter AT-X. The Control Unit should respond Multi-Sector Erase.

5- The Control Unit will now request the .bin file it requires from Manager. This process appears in the TFTPLog.

6- When completed the system will reboot.
 
Did you remember the boot-loader upgrade?

I would also suggest that you start with a full DTE-reset:

First: AT
Then: AT-X2
Then: AT-X3
Then: AT-X

Then let the system pull the 3.1(999) by Bootp. Then you should be able to upgrade to 3.2(17) the normal way.
