Please Help!! Citrix XP- Win2x server security problem

Hello all!! I recently installed Citrix XP on a Windows 2000 server configured as a Domain Controller. I am now using Active Directory from our PDC to provide access opposed to local users & Groups in a stand alone configuration. My problem is that I cant seem to prevent users from shutting down the server. I have looked at the Domain Controller, Domain, and local policies and cant seem to find what I am missing. The "shut down the system key" is defined for admins only. In my last stand alone configuration all I had to do was put the Citrix users in a more restrictive group and the option to shut down was not available.

I do all such restrictions through security policy and it works great. You can restrict all users to only be allowed to logoff. Also, I really like the approach of not allowing any programs to run but what I specifically authorize. I do this by enabling it in security policy also. This keeps users from running many things, e.g., IE through Citrix, or any program they might download, that's assuming they find a way to install it in the first place. Also, I block control panel, the "run" command, and just about everything!!!

I was able to find the problem. I had a couple of groups with admin right that were causing the problem..
