placing internet images as desktops images

how can I stop users from placing internet background on the desktop. The users cannot access display in control panel but when they are on the internet and they right click on an image and say save as desktop it seems that it overides the "display not accessible" which I set up.
 


The FAQ says
When a user right-clicks on an image in Internet Explorer and presses Set as Wallpaper, an Internet Explorer Wallpaper.bmp file is written to their \Documents and Settings\%UserName%\Application Data\Microsoft\Internet Explorer folder.

To prevent this action, use Internet Explorer to set the wallpaper that you desire. Copy the resultant Internet Explorer Wallpaper.bmp file to the \Documents and Settings\%UserName%\Application Data\Microsoft\Internet Explorer folders of all the users you wish to inhibit.

When I use internet explorer to set an image the only place I can see then name internet explorer wallpaper is in desktop properties and I can't copy that. In the users folder under document and settings I am not seeing the path as stated above so I am not able to copy the file also I am not exactly sure where I should copy the file to since the path given does not exist
 
Ok I see that I have to view the system files through folder option to see the path.

How can I set read access to the file. I usually set access levels to files through folders where I have access to the security tab
