ping request timed out

We use Windows Server 2003. My computer was able to ping to other computers on LAN but when someone else used to ping
to my computer it said request timed out. When I stopped and disabled the CISCO VPN CLient Service in the Administrative
Tools->Service , then the above problem was solved.
Yesterday when i restarted my computer this ping problem
appeared again. I went to the services but CISCO VPN CLient Service is still disabled. I even uninstalled the CISCO VPN CLient but it does not respond to ping now. Though it can send ping reuqests. Also anyone can't establish remote desktop connection, even though all the settings for remote desktop are fine.
Now tell me what to do.

How did you uninstall? You may have to do a system restore---this is difficult to completely uninstall...

I uninstalled it through control panel -> Add Remove Programs
 
I'd do a System Restore...that should get rid of any stray registry keys...or do a ctrl-f in regedit and manually delete all the cisco keys.
