After those two sugestions, go to each set, dial feature *82, press the next key till you see "automatic dial" Press OK. This feature makes you dial pad "hot" No need to hit H/F first!! Just hit the 9 with the handset in the cradle.

You could also programm an outgoing button on the phones.
Just go to the phones and do a feature * 3 and press a button and enter Feature 649 and when a user hits that button they will gain dial tone off the line pool that they have access to.

If you put the lines into a line pool for arguments sake Pool A with a pool code of 9 you can then set the Prime Line for each set to Pool A. Now, use the F*82 and set to automatic dial. Also set the H/F to Auto for any set you want to be able to do this. You're done.
Now you don't press any buttons, you don't even have to dial the 9. Just dial the outside number, local or long distance. The user will not hear any dial tone from the outside line, the call will just start to ring once the dialing is complete.
For an inside call(to another extension)they will have to press an intercom button first to get Norstar dial tone.
