PHP Warning : temporary failure?

Hello and thanks to everyone that makes this forum what it is.

I don't have much experience with PHP so if anyone could help me understand why i might see this error I would greatly appreciate it.

Sounds like you tried to open a file that you don't have permission to access. Show your code around the area where it failed.

This same error message is mentioned in one of the user comments on:

http://us2.php.net/manual/en/function.fopen.php

I'm not sure if this is the context in which you're using getaddrinfo, but I thought I'd throw it out there.

I was also told that it could be sessions that are not closed, something I am not very familiar with either. maybe that is why the apache restart helps until the max is reached again?
