photo transparency on blue frame

I am new to Indesign. I cutout a photo in Photoshop so that the background is transparent, only a persons face is showing. Then placed it in Indesign.
The transparency is fine. But the photo is in a frame and its on top of a blue frame and the blue color is showing through the photo when it prints. How can I remove the blue that is directly under the photo. Should this blue background be created in Illustrator and then cut out and placed in Indesign? Thank you for any help you can give me.
 
Nevermind, I used the pen tool to create a blue backround that outlines around the transparent photo. There is no blue behind the photo now.
