Phone's won't load

Mitel 3300 running 5.0 set gets unplugged and replugged back in, the phone lights up and that is as far it goes.The phone will not come back up. If we put in a power brick off the layer two switch and power the phone up first and then plug it into
the layer two switch the phone loads properly, any thoughts?

Check if POE is Enabled on the POE switch ports.

Yes Poe is enabled and they have increased they have increased the wattage to the port

Are you doing VLAN's there by any chance?

have you tried another port? What sort of switch are we talking about ( make model?)

If I never did anything I'd never done before , I'd never do anything.....

Would do as suggested and try another port. Would see if the layer 2 is near the max wattage it can supply. Strange that unplugging and plugging in the set doesn't work but plugging into a power adapter then unplugging and plugging back into the layer 2 switch works. This happen on all phones or just one? Sounds like something gets buggered in the power requirements requested of the layer 2 port.
