Phones staying off hook

I’m having a constant problem with people leaving their phones off the hook. We have an IPO 412 Rel 3.0 with 4412 phones. What happens is that the phone is off the cradle a little bit and the phone keeps the line active (Dial is displayed on the phone). In call status I can tell that this is happening. With the previous release, the phone would drop the connection after a certain amount of time when the phone is off hook. After upgrading, it no longer does this. Has anyone else experienced this or is there a setting I forgetting to add/change?

 
Swap the phones, hit the users, or adjust the s/hooks on the phone?

4412 phones are you sure? not supported on the ipo surely?

Yep. 4412D+ phones I should say. Hitting the users probably won't do any good. It seems to just happen on the older 4412D+ phones we have. The hook or handset is causing the problem. How do you adjust the hooks on the phone?
 
you could make a short code of ? with telephone number field populated with t(x) where x is the amount of seconds the system would wait until it disconnected the call.

I use this code for paging. Many users have a habit of paging and then not hanging up the phone. The code works quite well

If you use the ? short code with t(x) what feature would I put since it's not dialing anything?
