Phone will not transfer calls

Here is a phone that will not transfer calls, can someone look and see why I cant do so? I hit transfer i am able to pick up another line and dial, but when I hit transfer again it will not transfer the call.

what do you mean p/u another line and dial? You're on a call you hit xfer - get dialtone - dial- hit xfer again. is that what you are doing? internal or external xfer? cff not cfo in CDB?

Trying to transfer in house. When I hit transfer the 2nd time the call wont go through. It only happens on this phone all other phones will transfer calls.

I suspect the button label has been moved Second key from the top is Transfer, right?
