Is there any way with a Partner ACS 4.0 to either A - Foward calls off site via the auto attendant or B - Call in and get an internal dial tone or drop to a different line to route a call through?

Centrex Service from the Telco will allow you to transfer to an outside number on Partner Messaging R1, and Partner Mail VS R5

No "DISA" function built in on an ACS, although you could use an outboard device from someone like Viking Electronics and a couple of station ports.
 
Thanks TouchToneTommy. Do you know of such an outboard device? I'm looking at viking's site but haven't found anything that I think will work (but then again I'm not sure what I'm looking at/for).

Start with their "RAD-1", and look from there.
