"A - Foward calls off site via the auto attendant"
Centrex Service from the Telco will allow you to transfer to an outside number on Partner Messaging R1, and Partner Mail VS R5
"B - Call in and get an internal dial tone or drop to a different line to route a call through?"
No "DISA" function built in on an ACS, although you could use an outboard device from someone like Viking Electronics and a couple of station ports.
