phone rings after we hung up

Good day to everyone!!
Our company uses Panasonic KX-TDA 200 and KX-TDA100D . Most of the time, after we hang up the phone, it immediately rings and when we pick it up it will just gives a busy tone. It could just be the programming ? Or the type of extension phones we used.
By the way we just use some generic phones on the extensions. And Kx-DT333X as console phone.

Any suggestions are very much appreciated.

what type of lines have you got.

what comes up on the display on the phones when it is calling back

We are still using PSTN type of lines.
And when the phone rings its just show its idle display.

If you put a standard phone accross the line. When you hangup directly accross the line does that phone give a short ring.

Does it happen on all lines or just one
 
Analog lines this ghost ringing is usually to do with the clear disconnect timer that's set at network level. You can adjust the card settings to see what the best setting is.
 
YOu could try TDA Software Configure, access into "SYSTEM - SYSTEM Option - Option 5 - select "MODE 3 or MODE 4" at SLT Hold Mode
