Phone remains off hook after intercom call

I have a partner ACS system,
SLOT 0: acs 103gb(28) R3 processor,
SLOT 1: 308ec r3 module,
SLOT 2: Partner mail vs r3.

The voice mail is corrently not being used. (will setup in the future).

My question is, I've programmed a button on a 18d phone, through the pc admin software, for icm page to extension 11. When I call extension 11 from lets say, extension 10, using the button, it works fine, but when I hang up, ext 11 remains off hook, untill I pickup the receiver and hang it up.

It does the same thing in reverse. I've also tries *11, with same results both directions.

Hopefully I've explained it clearly enough. Any suggestions? Is there a timer, or signal that tells the phone to go back "on-hook"?

Just to clarify, if any phone in the office were to press the Intercom button and dial * 1 1 the phone at 11 would beep and receive the page fine. When the calling phone hangs up, ext. 11 stays off the hook, speakerbutton lit, and if you didn't turn it off, it may eventually start blasting an error tone?

I see you say it does it in reverse, but does it involve all phones in any combination or does it only happen when involving 11?

If you have good batteries in it and don't see a low battery warning on 10, I would try power cycling the system off, waiting 30 seconds, and turning it back on. While powered down, you could also try to reseat the modules to make sure they are in all the way and firm.

Is this a new install or has it always been the case?

 
You got it right with the problem This is a new install in my house. It seems to happen with all extensions, I only have 6. The batteries are good, and I tried shutting down and bringing it back up. Same issue. Last resort I may try to default the system.
 
So to clarify, at Extension 10, you pick up Intercom and dial *11 (or press a button that is programmed as Intercom *11).

Extension 11's speaker turns on, and you are able to speak through it, without any intervention by the user at Ext. 11. When you hang up at Ext. 10, Ext. 11's speaker remains off hook.

Because, if you don't have the HFAI button lit at Ext. 11 before you call it from Ext. 10, and the user at Ext. 11 presses it to be able to speak back to you, it is normal that 11 will remain off hook, and need to press Speaker to hang up afterwards.
