Phone not able to dial out

Hey guys, i have a customer who has about 2 handsets which are unable to dial local calls sometimes, but there are no restrictions on the sets or the lines. anyone have any idea what it could be? It seems like it works sometimes and others it doesn't. Also, the same lines work fine on other phones.
 
Must be a set restriction - Are you sure they're not being restricted?

 
I am heading down there today but i'm pretty sure there are no restrictions as the last time i was there i didn't see any. This phone belongs to one of the executives so there was never any restrictions on his handset.
 
if the set is not saying restricted call on the display when they are calling out then it's not a norstar issue.
 
Ask the exec which #'s he's had trouble with, get on a butt set on each CO, and see if the call goes through.
 
you may want to check what restrictions are set for the service modes maybe it only happens when the receptionist goes to lunch or leaves for the night and changes modes that why it only happens sometimes
 
Hey guys. Careless error on my part. The user was picking up a line appearance intended for VOIP calls and using it to dial local calls which was why he was getting the "not in service" message. I re-configured his handset accordingly and everything is fine. Thanks for the help.
