Phone Manager Pro Unlimited License converting to 1 Seat 3

A lot of our previous licensing from our 27 400 series systems is for VERY expensive Phone Magaer Pro Unlimited.

We are migrating to Server edition 10.1 and our Distributor is trying to tell us that this licenses only converts to 1 seat of Office worker, whereas 1 2 5 25 50 and 100 converts to the same number of Office worker.

Does anybody know where this is legally stated? Not just opinions please?

I guess it depends on the total value of the offer, it's usually better to keep a customer than loosing them cause you made a mistake.
As a BP there's a lot of things you can do, I at least hope they don't wanna make full profit on the licenses they missed.
