Phone Manager Not Logging Calls on Windows 7

Does anyone use Phone Manager on a Windows 7 64 bit machine? We have a few users who run it. One of those users on some days has no calls listed under the call logs. It doesn't seem to follow a pattern. When I install Phone Manager on any Windows 7 64 bit machine I get a TAPI error. I wonder if it's because of that error. Does anyone have any ideas?
